Radical changes and evolution in drone technology have produced low-cost techniques for its weaponisation, including open-source drone swarms. Such technology is emerging as a low-risk high-impact attack tactic by non-state actors, posing a threat to public spaces. Law enforcement authorities need appropriate tools to prevent and detect such risks. The EU-funded PRESERVE project will produce four key products, combined with certified trainings, to unlock such capabilities for police authorities. The risk of weaponised consumer drone swarms will be tackled by integrating multi-sensory and online data sources to support decision-making, as well as allowing the secure exchange of cross-border intelligence. The project will strive to better understand the relevant modus operandi and develop harmonised operational procedures for effective cooperation and preparedness.

By the end of the THEIA project, a service fully aligned with Copernicus core services (Climate Change, Marine Environment Monitoring, Land Monitoring, Atmosphere Monitoring, Emergency Management, and Security) will have been developed to address forced population displacements.

NOTIONES is a Latin lemma meaning “notions, ideas, investigations, cognisance” and therefore refers to “being informed”.

The Call requires (a) to build a network of practitioners from security and intelligence services of EU MS & AC that has the objective (b) to support the needs of the security and intelligence services of the MS & AC for future security research programming. To address these requirements, NOTIONES consortium includes: (a) 15 practitioners from military, civil, financial, judiciary, local, national and international polices, coming from 9 EU MS and 6 AC. These practitioners, together with the other consortium members, grant a complete coverage of the 4 EU main areas: West Europe (PT, ES, UK, FR, IT, DE, AT), North Europe (FI, DK, SE, EE, LV), Middle Europe (PO, SK, UK), Middle East (IL, TR, GE, BG, BA, MK) for a total of 21 countries; (b) experts in security research programming. The NOTIONES’ S&T Coordinator is one of the 50 members of ESRAB and of the 64 members of ESRIF, the two Committees charged by the EC to outline its funding policy related to security research programming. In addition to that, the NOTIONES’ consortium includes 5 partners of PYTHIA and SOLOMON (Z&P, EXPSYS, ICSA, BDI, LESO), the two projects outlining the EDA/EC future defence research programming.

The monitoring of technologies and the definition of requirements and recommendations for their industrialization will provide a great advantage to practitioners in the fields of intelligence and security. Through an iterative cycle, the output recommendations will be synthesized into specifications that can be provided to industry and academy across Europe, providing tangible benefits to those organisations engaged in intelligence and security.

The results of the NOTIONES project, which has a lifetime of five years, will be presented to the broad intelligence community in workshops and conferences and will contribute to the definition of further security and intelligence research.

FALCON (Fight Against Large-scale Corruption and Organised Crime Networks) is a three-year Horizon Europe  research project in the field of anti-corruption. It will address the significant challenges of the global fight against corruption by developing new, data-driven indicators and tools. FALCON was started in September 2023 and follows an evidence-based, multi-actor and interdisciplinary approach.

The main objective of PQ-REACT project is to design, develop and validate a framework for a faster and smoother transition from classical to post-quantum cryptography for a wide variety of contexts and usage domains, while leveraging Europe's most powerful Quantum infrastructure (IBM Quantum Computer from Fraunhofer FOKUS). This framework will include PQC migration paths and cryptographic agility methods and will develop a portfolio of tools for validation of post quantum cryptographic systems, that will allow users to switch to post-quantum cryptography, taking under consideration their individualities and various contexts and a wide variety of real world pilots, i.e., Smart Grids, 5G and Ledgers. The project will also foster a series of open calls for SMEs and other stakeholders to bring and test their PQC algorithms and external pilots on the PQ-REACT, Quantum Computing Infrastructure.

While quantum computing offers the potential for cutting-edge developments in many fields, its ability to break existing encryption algorithms poses a serious threat to cybersecurity. Currently protected by public-key algorithms, private information and data are at risk of ‘harvest now, decrypt later’ attacks and undetected modification. To address this, the EU-funded PQ-NEXT project will establish a comprehensive framework that facilitates a smooth transition to post-quantum cryptographic (PQC) standards. To do so, it will develop a range of PQC algorithms, maintenance tools and a quantum programming language with high-performance simulation and hybrid quantum-classical optimisation. Ultimately, the project aims to safeguard financial, critical infrastructure, digital identities and telecommunication industries against quantum threats for large-scale pilots.
