Addressing challenges like migration, smuggling, and geopolitical tensions, BorderForce contributes to regional stability, particularly in crises. Radical changes and evolution in drone technology have produced low-cost techniques for its weaponisation, including open-source drone swarms. Such technology is emerging as a low-risk high-impact attack tactic by non-state actors, posing a threat to public spaces. Law enforcement authorities need appropriate tools to prevent and detect such risks. The EU-funded PRESERVE project will produce four key products, combined with certified trainings, to unlock such capabilities for police authorities. The risk of weaponised consumer drone swarms will be tackled by integrating multi-sensory and online data sources to support decision-making, as well as allowing the secure exchange of cross-border intelligence. The project will strive to better understand the relevant modus operandi and develop harmonised operational procedures for effective cooperation and preparedness.

By the end of the THEIA project, a service fully aligned with Copernicus core services (Climate Change, Marine Environment Monitoring, Land Monitoring, Atmosphere Monitoring, Emergency Management, and Security) will have been developed to address forced population displacements.

TESTUDO is an international research project funded by the European Commission under the Horizon Europe programme in Resilient Infrastructure addressing the HORIZON-CL3-2022-INFRA-01-02 topic (Autonomous systems used for infrastructure protection). TESTUDO, aligned with the need of a holistic and autonomous security approach in CI protection domain and with the European Commission’s objectives, will utilize advanced unmanned vehicles along with existing equipment to deliver a highly mature platform for continuous monitoring even at harsh environments and remote territories. Tailored to the needs of the domain and targeting to maximize the platform’s autonomy capabilities, TESTUDO intends to incorporate state-of-the-art technologies for detection, prevention and prediction increasing their cognitive capabilities for different types of hazardous events. In addition, optimisation techniques will identify the resources needed for the execution of high-level missions contributing to the total autonomy of the deployable system.

NOTIONES is a Latin lemma meaning “notions, ideas, investigations, cognisance” and therefore refers to “being informed”.

The Call requires (a) to build a network of practitioners from security and intelligence services of EU MS & AC that has the objective (b) to support the needs of the security and intelligence services of the MS & AC for future security research programming. To address these requirements, NOTIONES consortium includes: (a) 15 practitioners from military, civil, financial, judiciary, local, national and international polices, coming from 9 EU MS and 6 AC. These practitioners, together with the other consortium members, grant a complete coverage of the 4 EU main areas: West Europe (PT, ES, UK, FR, IT, DE, AT), North Europe (FI, DK, SE, EE, LV), Middle Europe (PO, SK, UK), Middle East (IL, TR, GE, BG, BA, MK) for a total of 21 countries; (b) experts in security research programming. The NOTIONES’ S&T Coordinator is one of the 50 members of ESRAB and of the 64 members of ESRIF, the two Committees charged by the EC to outline its funding policy related to security research programming. In addition to that, the NOTIONES’ consortium includes 5 partners of PYTHIA and SOLOMON (Z&P, EXPSYS, ICSA, BDI, LESO), the two projects outlining the EDA/EC future defence research programming.

The monitoring of technologies and the definition of requirements and recommendations for their industrialization will provide a great advantage to practitioners in the fields of intelligence and security. Through an iterative cycle, the output recommendations will be synthesized into specifications that can be provided to industry and academy across Europe, providing tangible benefits to those organisations engaged in intelligence and security.

The results of the NOTIONES project, which has a lifetime of five years, will be presented to the broad intelligence community in workshops and conferences and will contribute to the definition of further security and intelligence research.

FALCON (Fight Against Large-scale Corruption and Organised Crime Networks) is a three-year Horizon Europe  research project in the field of anti-corruption. It will address the significant challenges of the global fight against corruption by developing new, data-driven indicators and tools. FALCON was started in September 2023 and follows an evidence-based, multi-actor and interdisciplinary approach.

Maritime surveillance is crucial for achieving maritime situational awareness (MSA) and to effectively prevent, protect, and respond to critical security challenges (e.g., illicit commercial activities, irregular migration, pollution, terrorist attacks). CROSSMARE aims to overcome existing challenges in border and maritime surveillance by introducing a layered maritime surveillance network and an interoperability framework that integrates the space, air, surface, and underwater domains within a comprehensive monitoring picture, enhancing MSA and surveillance capabilities. To achieve this, a consortium of 17 big industries, SMEs, RTOs, and end-users a) utilize cutting-edge technologies in the context of maritime surveillance: High Altitude Platform Stations; Remotely Piloted Aircraft Systems; High-Res SAR Sat imagery; Unmanned Aerial Vehicles; Autonomous Underwater & Unmanned Surface Vehicles; novel Flash LiDAR sensors; as well as legacy surveillance systems, b) apply innovative AI algorithms; Large Language and Visual Models; Advanced multimodal data fusion, c) extend the capabilities of existing C2 and HMIs, also supporting intelligent mission management of manned and unmanned systems, d) and support the interoperability of novel and legacy surveillance systems, improving cross-border and crossagency collaboration. To this end, CROSSMARE aims to demonstrate interoperable data exchange with CISE and proposes an extension to the current CISE data and service model, enhancing existing and enabling new functionalities. The project will validate the proposed technologies through a series of validation activities: a) continuous integration testing, b) 2 Small Scale Tests (Italy, Lithuania), c) a Table Top Exercise (Romania), and d) a Full Scale Demonstration (Spain) involving real assets, end-users and relevant stakeholders. A Security and Privacy-by-design framework will ensure compliance with fundamental rights, privacy and personal data protection regulations.
